Do we need an EIN?
Yes. Campaign Verify only verifies committees with an Employer Identification Number, and the carriers require Campaign Verify for political texting. If your committee has a bank account it has an EIN. If not, the IRS issues one online in about ten minutes.
What is Campaign Verify and why does it cost $95?
It is the nonprofit that confirms a political committee is who it says it is, using your public filing with the state or the FEC. The $95 fee is paid by your committee directly, once per election cycle, and the token it issues is what unlocks political texting with the carriers. A token is issued per texting vendor, so a token you got for a different platform cannot be reused here.
Why do I need my own Twilio account right now?
Twilio is the carrier-connected platform that actually delivers the messages. Until our reseller registration completes, each campaign holds its own Twilio account: you pay Twilio at its own rates with no markup, you own the number, and we do all the setup and registration inside the account with access you can revoke at any time. Can we text our voter file?
You can import one, and many campaigns do. But the carriers approve programs on the basis of consent, and the TCPA carries penalties of $500 to $1,500 per message for texts people did not agree to receive. Our terms require you to confirm you have consent for every list you upload. The keyword and sign-up pages we set up are how you grow a list that is safe to text week after week.
How fast can we start?
Plan on two weeks from a complete file: one to two days for Campaign Verify, a day for the brand and campaign submission once your sign-up site is published, then one to five business days of carrier vetting.
Who owns the number?
On your own account it is yours from day one. On the managed plan, when it opens, the number lives in our account for your program and we port it to you if you leave.
What does a text actually cost?
A text is billed per 160-character segment. Twilio's own rate with carrier fees is about 1.2¢ per segment. A 5,000-person list receiving six messages over eight weeks is roughly 30,000 segments, about $360 at Twilio's rates.
Do you work with both parties?
We work with any lawfully registered committee or advocacy organization that agrees to our acceptable-use policy. Our job is the plumbing and the paperwork; the message is yours.
